Within any large organization, there will always be competing demands for resources. This is the very essence of internal politics within most organizations.1
This was in a chapter on budget management for libraries (study, woo), but can easily be turned into a tool for creating conflict in plots. Not every antagonist must be eeevil or hate your protagonist; sometimes they're perfectly nice, principled characters who happen to have different goals. Such as manipulating the accounts peeps to hand your department's budget surplus over to *their* department (yes, this was actually covered in the chapter. Moohaha!). Remember, folks: it's not personal, justgive us your gorram budget interdepartmental politics.
